No:it's illegal. But you may find someone who will take a lower basic fee plus a success fee.

A "consultation gratuite" And if you search for that on Google, you get lots of hits. But if anyone has personal experience of free advice to pass on, that would evidently be different: I have none.

You can also do it in English and get more hits than I might have expected: try "French lawyer free consultation".
