Hoorah for the English speaking health line
I finally got an attestation through the post today and they are sending me the correct form to get a new Carte Vitale. I was getting nowhere until someone at the CPAM gave me the number of the English speaking health line - they did all the necessary badgering of Perpignan to get my dossier transferred.
I have written to thank them - I find that many people complain but few bother to thank!
The number is 08 11 36 36 46 and they ring back when they say they will!

I agree! I find a "Merci pour votre service! Impeccable! Je vous souhaite une très bonne journée!" works wonders - especially when it's obvious to the listener that it is meant from the heart!
The best way to build good relationships with those rare members of the administration who do their job as it should be done - in the true spirit of public service!
After all, it's not too difficult twice a year!!
