Taxe De Sejour Au Forfait from Saint-Cyprien Mairie

Can anyone explain why I have received a Facture for Taxe De Sejour au Forfait.
We live in Scotland but have a flat in St. Cyprien which is used solely by my husband and I, we do not rent out. We have received a Facture for Taxe de Sejour au Forfait for July and August 2018, We have owned the flat for 15 years but have never heard about this tax, apparently there was a 'deliberation' on 30 November 2016. The charge is a daily tax for 4 lits (beds) but it is only a one bedroom apartment. The facture is for July and August 2018 wanting a total of 78 euro.
Would be grateful for any explanation.
