Where have all the taxis gone ?

Can anyone tell me why there are so few taxis in the region, even compared to other parts of France? There are a few bays designated for taxis, but there are never any taxis. I have been told that it is due to the high fixed costs but surely that would apply all over France and not just in our beautiful little corner.
