Local Holiday, Friday 16th August ?

This Thursday, 15th, is Assumption and a Public Holiday. This afternoon, whilst in Argelès village, I noticed a sign on the door of Banque Populaire stating that the branch would be closed on Friday 16th for a Fête Locale.
Does anyone know what this is for?

I would imagine that it's just because they're bankers and it seemed a jolly good idea to have 4 days off in a row!
A fete so local that it consists of just the bank.

a very French 'Pont'......and i am fraid to be expected whenever there is a Bank holiday on a Thursday or Tuesday!!!
