If you submit paper Tax Returns and are in receipt of a U.K. State Pension, you should enclose with your 2042 and other forms (e.g. 2047 & 3916) a copy of your form S1.
Holders of forms S1, and their dependents, are not a burden on the French Social Security system as the U.K. Government pays for your medical costs.
As this is the case, you are generally exempt from paying French Social contributions, CSG & CRDS, on all pension income.
If you submit an online return (loads of problems last year) I recommend you send your copy S1 forms with a covering letter to your tax office.
Some of you may be thinking "CPAM had the originals." If you did not keep copies or scanned images, you will need to ask the DWP for copies.
This advice is given because there is evidence that a number of expats had to appeal CSG & CRDS charges last year that were applied in error.

The Form 'S1' (formerly E106/E121) is a certificate of entitlement to health care in another EEA country, provided via the social security authority in your home country.
For those in receipt of a U.K. State Pension, the DWP will issue an S1 on request.
S1 forms are also (currently under HMG review) issued to early retirees but there is a time limit imposed. If the U.K. Government decides to abolish S1s for early retirees, then 100% Healthcare Insurance will be required as a condition of residency in France. If you are working however, you will be making Social Contributions in France anyway and would be enrolled in The system and then you would only require Top-Up Healthcare Cover.
It is vital that all Ex-Pats are aware of S1 entitlement rules and in addition the requirements laid down by the French Government for "Early Retirees" who will remain "Inactif" until such time as their U.K. State Pension commences.
N.B. When enrolling at your local CPAM office you WILL be asked to provide evidence that you have been/will be covered by the appropriate type of Healthcare Cover. It IS still a condition of Residency.

Cmu is for people who are under a certain monthly revenue, most working people are not entitled to it ( even unemployed ). 100% healthcover is not obligatory for the people who work and live here so not sure they could refuse someone residency if they haven't got this.

This was originally a post about tax declaration tips for those who do hold an S1 by virtue of the fact that they are in receipt of an "old age pension."
However, I have a relative who lives in St. Andre permanently who received his S1 just before coming to live in France. He and his wife were seen by a manager at cpam in Perpignan and were asked for details of their mutuelle and were even offered a list of French mutuellles to compare with the company he was fully insured with whilst they waited for their Carte Vitales.
They were told that it was a residency condition that they either;
1 Held a healthcare shortfall policy or..........
2 Could prove they had the financial wherewithal to meet possible shortfalls should the worse happen.
Please keep the current weather continuing, we set off this week for our summer in Argeles.
