Road tax in france

Hi to all
Is my intention to buy a quad bike in france and use it on my holiday period, couple of month a year. It's true the fact that French-registered private vehicles no longer require a road tax certificate?

French registered mc's & Cars for private use don't need road tax (vignette).

Insurance, and CT (Control Technique if it is over 4 yrs old) for a car.

Motorcycles and quads have some voluntary testing procedure, with inspection by gendarmes in the case of an accident. Mr Sarkozy wants to include them under the CT provisions.
