Online shopping in UK but for Delivery in France

Morning all.
Anyone know of a service which will deliver ( either to the door or to a De'partementale depot somewhere would also do ) in Roussillon stuff bought online in UK ?

I found someone who does this for the Dordogne area but so far not Roussillon.

Paying Electricity / Water / Taxes etc by CARTE BLEUE??

Is it possible - when acquiring a house as Re's Sec for first time, whilst based in UK, to sign up for and pay utilities bills via credit or debit card based in the UK ? Ie to not have to open a French bank account at all ? When I had a Fr Tel / Orange subscription in the past this seemed unproblema...

So the salient point is : it does, in fact, as I suspected, require there to be a 'phone line in place. For there to BE a 'phone line in place - does that not require there to be a contract with France Telecom / Orange ?? How much does that cost ? if there is NO contract with Fr. Tel / Orange - what...
